Welfare



Haryana Government has provided/granted number of facilities to the police personnel of the State to improve the efficiency and the morale of the police force:


1. Special Ex-gratia Grant:- According to State Govt. letter No. 35/41/2016-IHG-III dated 10-07-2018, the special Ex-gratia grant is being provided by the State Government to the dependents of police personnel who got martyred or injured while fighting with anti-social elements or protecting the life and property of public during natural calamities.

(i) During the financial year 2024-25, (upto Feb) not any police personnel died due to encounter/action.
(ii) During the financial year 2024-25 (upto Feb), Special Ex-gratia grant have been sanctioned to the following Police personnel, who got injured while fighting with anti social elements or saving the life and property of the public, during natural calamities:-

2. Special CFA:- As per instructions dated 08-06-2021 issued by the State Govt, the special CFA amounting to Rs. 20 lac and Rs. 05 lac is being sanctioned in favour of the families of deceased Police employees, who died due to Covid-19 while performing Covid duty and who died due to Covid disease from 01.03.2020.

In this regard, 45 cases were received from various police units. 43 cases were sent to the State Govt. for sanction under special CFA Policy. The State Govt has sanctioned the amount in 32 cases and remaining 11 cases are still pending with State Govt and 02 cases under consideration to this office.


3. Ex-gratia Employment:- According to State Govt. Rules-2019, Ex-gratia employment is being provided to one dependent of deceased police employee. As per State Govt. Rules, if a Govt. employee dies before the age of 52 years old, the one dependent of the deceased employee is eligible for ex-gratia employment.

In this regard, 01 wards of deceased police personnel have been appointed as DSP, 05 wards of deceased police personnel have been appointed as Sub Inspector, 184 wards of deceased police personnel have been appointed as Constable, 59 dependent have been appointed as Clerk, 01 dependent have been appointed as Steno, 52 dependent have been appointed as Class IV and 10 dependents of as Martyred police personnel have been appointed as Constable.


4. Ex-gratia Grant:- As per State Govt. policy Rs.1,00,000/-as Ex-gratia grant is being provided to the family of deceased Govt. employees.

5. Monthly Financial Assistance:- As per State Government Rules MFA (Monthly Financial Assistance) is being provided to the families of deceased Govt. employees.

6. Haryana Police Welfare & Sports Society:-As per rules of Haryana Police Welfare and Sports Society a specific amount according to ranks is being contributed of all the Police Officers and Officials under the account of Police Welfare Fund. The State Govt. has also provided an approx. equal amount as matching grant to the department for Welfare of Police personnel.
 


7. Police Public Schools :- At present 22 Police Public Schools are smoothly running at various District Police Lines and Police Training Institutes i.e. Madhuban, Panipat, Ambala, Hisar, Kurukshetra, Bhondsi, Sunaria, Rewari, Sonipat, Bhiwani, Panchkula, Karnal, Jind, Mewat, Palwal, Kaithal, Sirsa, Faridabad, Fatehabad, Narnaul, Yamunanagar and Jhajjar.

In these schools 50% concession is being provided to the wards of police employee beside this, all the charges for the wards of deceased police employees & deceased SPOs who studying in these Schools have been waived off.


8. E-Libraries for Police Personnel:- E-libraries are being opened in Police Lines for the benefits of Police Personnel’s children. So far 19 e- libraries have been established, with more under construction. Theses libraries offer modern facilities, including e-learning, for the benefit of children.

9. Medical Examination of Police personnel:- In this regard, a proposal has been approved by the State Govt for a compulsory Medical Examination at the time of joining and Periodical Biennial Health check-up of all the police employees above the age of 35 years being started though the Government Medical Hospital and Medical Colleges at District Level. Under this scheme, health check up of Approx 24000 police employee has been done. Medical Examination is compulsory at the time of joining as well as twice a year through the Government Medical Hospital and Medical Colleges at district level free of cost.
 

10. Counseling of Police Personnel:- To keep all police personnel away from mental stress, counseling of all police personnel is being done by the police department. For this purpose, counselors have been appointed by all the police units from their staff.
 

11. Insurance Claim of Police personnel:- According to MOU signed between the Police Department and HDFC Bank, the bank is being provided insurance claim benefits to the families of deceased Police employees under “Police Salary Package” scheme. The present benefits are as under:-
 

For regular employees of Haryana Police

1. Martyred Rs. 01 Crore
2. Accidental death Rs. 01 Crore
3. Natural death Rs. 05 Lac.
4. Total permanent disability Rs. 01 Crore
5. Permanent partial disability upto Rs. 01 Crore

For all contractual employees of Haryana Police
1. Accidental death Rs. 50 Lakh
2. Natural death Rs. 3.25 Lac.

For retired employees of Haryana Police
1. Accidental death Rs. 40 Lac till the age of 70 years.

12. De-addiction of Police employee:- A campaign is being started by the department for de-addiction of victim police employees. In this regard information about 143 police employees have been received. De-addiction treatment of all the victim police employees is being started in Govt/private Medical Institutes at mulana (Ambala) Rohtak, Agroha (Hisar) and Nuh.
 

13. Skill development for wards of contractual and regular police employees:- As a welfare measure, training for skill development for wards of contractual and regular police employees is being started in the field of Computer Driving and Security Guard at various places in Haryana. After completion of their training, the department is supporting to provide them jobs in various private agencies. The department is also trying to support for providing the banking job to the qualified wards of police employees.
